Cary Stayner didn't do it. It was a total FBI cover-up and framing, and Stayner agreed to take the rap if the authorities would bring Ken Parnell to justice. Multiple witnesses provided Stayner an alibi but none of them were called.

Can't believe people faulted Steven saying he could've left when he got into his teens well let me simplify for anyone who still feels that way, Parnell manipulated him and made him think his parents didn't want him so that's why he never left end of story.
