Long past my days wrenching for Kawasaki. Also real late to this party. But for future watchers… Once into the carburetor the needle is an early version the spring can go weak and the taper will get worn (long past the motor being rebuild)
The later seat has Teflon or something flexible will seal faster but will develop groove that will affect fuel trim. I always wondered if you could use alternate parts B+S or Walboro.

That tire sealer is high dollar I use ATF in mine now and have been very happy plus the price is better.

According to the owner’s manual, the engine is supposed to be warmed up for 3-4 minutes and at idle the engines will surge some due to emissions regulations at the time

What make tractor would recommend, as new business landscaping. I'm pretty handy , just don't want to buy , and then hear , that's worst tractor to buy …thanks in advance
Everyone should pressure wash before repair, it let’s you see broken bent missing parts easier. Also it makes working on it easer. and safer without having greasy, oily hands and tools. Great job.
for future reference.. those carbs are like 19.99 online, and work GREAT to just get rid of the old stuff.

42:10 "liquid tube" we use it when converting motorcycle tube-type to tubeless…. including spoked.
One liter per wheel. Works really well.

And probably you need some new spark plug or clean the spark plug

B&S engines are sometimes governed by a vane next to the cooling fan on top of the flywheel. Built cheaper, same result !
Where do you sell your fixed projects. I offen see stuff I cant do without and would be interested in purchasing it. Like a log splitter.
