The city sewer or public works dept should be able to fix you up with a manhole frame and lid. A smaller lamp hole frame and lid would even work better and it’s a lot smaller.

It’s not only the starter but poor voltage from the alternator. I would get a upgraded alternator and starter and also get a new set of batteries. Had the same issue on my Freightliner
