The upper tiers always suck in the later levels. they go up exponentially.
DF- highly recommend using the fast collectors. They might not hold much but that .5X speed over the strong ones makes them insane.

Bruh its not rocket sceince. You need previous tier of workers to buy next tier of workers. Why do you think there is some kind of cap when you just didnt buy ANY of the previous tier workers so you dont have ANY to promote.
