A brake on the jack shaft could be a disaster if your belt goes. I like the section of wheel in a wheel. But I'm sure whatever you come up with will be awesome.
That is really nice work, "Northern Tool" offers a brake band that fit around the outside of a centrifugal clutch for go karts, might could adapt that or also they have a disc rotor and mechanical caliper that could be  adapted to your pulley shaft.
mustie1! Cutting the coupling and grinding one piece into a nut, was a cool idea, got to store that away in my memory for future use! Upper tea pot works good! Â
