the most generous explanation for the speed at when the ballroom is to be built is that once built and named it will forever be known as the 'Trump Ballroom' and be part of the country's history since any future government wanting to tear it down would have to justify to the public why they want to spend government funds to demolish the building when the country will no doubt be in dire financial condition after Trump.
