The Judicial Branch is only one of the three Co-Equal Branches of government. The Executive Branch is mandated to faithfully enforce the law. They have constitutional authority to ignore unconstitutional orders issued by Judicial Branch judges.
Prosecutors make prosecutorial decisions every day. Lower level charges are routinely dismissed in order to charge more important defendants in mafia cases. The Adams case is no different. Getting his cooperation with ICE is more important than the low level corruption charge of getting a flight upgrade.
